The Ugandan PLHIV umbrella organization NAFOPHANU (National Forum of People Living with HIV and AIDS Networks in Uganda) has a mandate for coordination of its district chapters. Initiatives supported NAFOPHANU to develop district standards that can guide its member organizations in management and coordination of HIV/AIDS district issues and strategies. The performance standards described in this document articulate the management, operational, and coordination functions at the district level, and can be used at both the national and regional levels to conduct independent or joint district chapter assessments.
