The Advocacy for Better Health (ABH) project, funded by USAID, developed an organizational and capacity assessment tool (OACA) to help civil society organizations establish a baseline from which to identify gaps in skills and capacities within seven competency areas: governance, administration, human resource management, financial management, organizational management, advocacy and performance management. The approach enables management and program staff to work together to reach agreement on their mutual needs, and the resulting action plan details the interventions, assigns responsibilities, and sets timelines for completing activities.
